Isaac Williams (1802 - 1865) was born at Cwmcynfel in Cardiganshire, Wales and died and was buried in Stinchcombe in Gloucestershire, England.

William's favourite language appears to have been Latin, winning 1814 winning a Latin Verse competition whilst studying at Trinity College, Oxford. In 1829, Williams was ordained as Curate of Windrush, however he soon returned to Oxford as a Fellow of Trinity College where he is believed to have developed a friendship with John Newman. He stayed in Oxford until 1842 serving at St. Mary’s after which he became Curate at Bisley. He moved to Stinchcombe in 1848 devoting himself to writing.
